The first column may or may not have three sideways turned fuses on it. If so, then fuse 16 is a 40A that supplies power to the starter relays. If everything is going right, the starter relays activate at the command of the ECM to pass this 12v on to the starter. If the engine won't crank, the starter is not spinning.
The system check is not working along with the mileage readout.
